 (In [1626]) refs #43
 libisisexc have been rebuild to include recent changes to the code.
 process_libisis_SubWCRev.pl and bat have been moved to top level folder
 and linked as the pre-commit hook of top level libisis project as they are
 not picking up recent repository version otherwise. (where picking up the
 matlab_c version)
