 (In [1609]) refs #43
 libisis_on.m and horace_on.m can accept a non-default path as an parameter
 Homer_ver0.m remembers its state without saving configuration while
 choosing files. It also can choose different spe and dat; map and mask
 directories
 it also should not fail if initial path=es do not exist.

 setup_instrument_dataFolders.m should in theory accept path as array of
 cells though this has not been tested thoroughly
 refs #189; refs #191;
 forgotten template for the libisisexec generation under windows has been
 added. This allows insert SVN version into Fortran code
