 (In [1599]) refs #188 windows Libisis pre-compiling script moved back from
 code root folder to matlab_c folder to simplify the subdirectory
 processing

 the script has been modified to check OS version and use machine-
 independent directory structure
 it also deletes Unix libisisexec.h if founds one.
