 Require (for Horace, MSlice, etc) generic rebinning tools for 1d and 2d
 datasets. Specifically these must treat bin boundaries properly, i.e. deal
 with partial overlap of input pixel bins with output bins. Furthermore we
 must be able to deal with rebinning between grids which have different
 axes (e.g. curvalinear natural QE binning in MSlice powder mode -> to a
 regular QE grid).
